The Guide

How Primary One registration works

The MOE Primary One (P1) exercise fills each school in phases. As places fill up, priority is decided first by citizenship, then by how close you live to the school. Living within 1km gives the strongest priority when balloting happens.

Phase 1

Siblings

For children with a sibling already studying in the school. Places are almost always guaranteed.

Phase 2A

Alumni & parent links

Children of alumni, School Advisory / Management Committee members, or staff.

Phase 2B

Community & volunteers

Parent volunteers, church/clan connections, or active community leaders tied to the school.

Phase 2C

Open to all

The phase most families rely on. If oversubscribed, priority follows citizenship, then home-to-school distance.

Why 1km changes everything

<1km

Top priority

Highest priority in a ballot. In popular schools, this band often fills the open phase on its own.

1–2km

Next in line

Second priority. Considered after all within-1km applicants are placed.

>2km

Lowest priority

Placed last. In a sought-after school, a home beyond 2km can miss out entirely.

Measured from the school boundary

MOE uses the shortest distance from the school boundary to your registered home address (based on the building outline) — a fixed 1km / 2km radius. Buying the right home locks this in.

The exact priority order when a phase is oversubscribed

  1. 1Singapore Citizens within 1km
  2. 2Singapore Citizens 1–2km
  3. 3Singapore Citizens beyond 2km
  4. 4Permanent Residents within 1km
  5. 5Permanent Residents 1–2km
  6. 6Permanent Residents beyond 2km
